Saugus reviews permit, license fees


SAUGUS — The Board of Selectmen reviewed the licensing fees, with Selectmen Chair Debra Panetta recommending raising the Special Permit fee and adding a fee for the transfer of a liquor license, a recommendation fellow board members agreed with.

A hearing will be held in July for further discussion, public participation, and a possible vote.

“Right now, we charge $100 for an S2 Permit, and it takes [Clerk] Meredith [Casagrande] a long time to send out abutters notices [and] get all the information together,” Panetta said.

Panetta said that Lynn charges $275; Revere is between $400 when the zoning board does it and $540 when it goes through the city council; Malden is between $500 and $750; and Melrose is between $350 and $500, plus a legal add.

“I’m not looking to hurt any new business that’s coming in, but I think based on the amount of time and effort that it takes our clerk to gather everything and send things out, that it should be at least $200 or $250,” she said.

Selectmen Vice Chair Anthony Cogliano said he had no issue going to $200 or $250.

“I know the process involved, and it is lengthy. Just judging by comparison, what they’re getting around us, $200 or $250 is still far below what our neighboring communities are getting,” he said.

Selectman Jeff Cicolini agreed.

The second license recommendation from Panetta was a transfer of a liquor licens6e.

“Right now, there is no fee for a transfer of a liquor license. It takes our clerk a long time [and] a lot of work to do that type of work with the ABCC (Alcoholic Beverages Control Commission) and all the paperwork and dealing with the applicant,” she said.

Panetta recommended a $500 fee, noting it’s much less than the $5,000 All Alcoholic license fee. She also mentioned the possibility of a $300 fee instead.

“I think just to get the ball rolling, what we could do is go in, same as we’re proposing on the other one, go in at $250 and then maybe consider seeing how that works out, and if we have to go up, we can go up from there … At least this will be a softer blow,” Cicolini said.

He asked whether the fee would be charged to the new or old owner, and Panetta said it would be charged to the new applicant.

Panetta said that when she spoke with Casagrande, she was told how much effort goes into the process, and that after that conversation, she just wanted there to be something to account for the time and effort.

Selectman Frank Federico asked how much time it takes to process a transfer, and Panetta said the process takes bits and pieces of days, with time spent talking to the applicant and the ABCC.

“I wouldn’t actually mind going a little bit higher. I do notice that other communities don’t have a fee; however, it’s my opinion that the liquor licenses are essentially treated as gold. So, if you’re purchasing it, you’re coming to the table with a sum of money,” Federico said.

In a chart provided by Panetta and Casagrande, Federico pointed out Malden’s $300 fee, saying he would be OK with using that as the baseline.

All other board members were comfortable with that number as a starting point.
