LYNN — Immigration attorney and Governor’s Council candidate Diann Baylis received the endorsement of Lynn City Councilor At-Large Nicole McClain on Sunday.

“I am proud to endorse Diann Baylis for Governor’s Council,” McClain said. “In speaking with Diann, I was particularly moved by our conversation about unaccompanied immigrant children, young people who may enter our legal system without family, necessary documentation, knowledge of their rights, or an understanding of the resources available to them. These children are navigating systems that can be incredibly difficult for anyone to understand, let alone a young person facing them alone. They deserve a judicial system that recognizes their vulnerability, prioritizes their needs, and treats them with fairness, dignity, and compassion.”

The Massachusetts Governor’s Council is an eight-member elected body that reviews and votes on the Governor’s nominations for judges and certain other public offices. The Council also acts on pardons and commutations and performs other responsibilities established under the Massachusetts Constitution.

Baylis is an immigration attorney who represents children navigating the immigration process. Her work includes cases involving unaccompanied minors seeking Special Immigrant Juvenile Status, a federal immigration classification for certain young people who have experienced abuse, neglect, abandonment, or similar circumstances. These cases require specific findings from state courts before a young person can petition federal immigration authorities for the status.

Baylis has also worked with Lynn-based nonprofit organizations over the past two years to conduct Know Your Rights presentations in the community.

“The Governor’s Council has an enormous responsibility because the people it confirms to our courts can make decisions that profoundly affect people’s lives,” McClain said. “I want someone on the Council who will ask difficult questions and consider whether judicial nominees will administer justice fairly for everyone who comes before them, regardless of immigration status, background, or circumstance. Diann’s experience as an immigration attorney and her commitment to protecting vulnerable young people give me confidence that she will bring that perspective to the Council. For those reasons, I am proud to endorse Diann Baylis.”

I first came to know Nicole through her leadership of the North Shore Juneteenth Association. She has been a strong leader in recognizing and celebrating Black American culture and history, elevating Black voices, and confronting racism. As a City Councilor At-Large, she has also helped lead the Lynn Youth & Adolescence Taskforce and its work to improve services and opportunities for Lynn’s youth and young adults. Nicole and I share the belief that every person deserves to be treated with respect, dignity, and fairness — especially when they enter our courts.”
