NAHANT — The long-running debate over how to redesign Castle Road continued this week, as members of the Planning Board revisited traffic-calming proposals after attending a public presentation by sustainable engineering company Stantec last week. 

The discussion centered around a Stantec-drafted plan presented by transportation engineer and “roadway specialist” Nick Hopkins to narrow the travel lanes on Castle Road and restore a sidewalk along the former Coast Guard housing. 

Castle Road, currently a 33-foot-wide roadway, would be narrowed to 25 feet, with a 22-foot span curb-to-curb. The design would feature two 10-foot travel lanes, one four-foot replacement sidewalk on the Coast Guard housing side, and a one-foot shoulder. The plan would also retain the existing crosswalk locations and would not allow for on-street parking or a dedicated bike lane. 

The board raised specific hazards in this endeavor, such as a blind curve near Breezy Hill Terrace, which could put drivers “in danger because it has to come up another 30 or 40 feet” to see oncoming traffic, according to board member Tom Hamilton. 

No formal vote was taken on the Castle Road redesign, though the board agreed to pursue a consensus in the future.  

The board also weighed what to do about 30 Emerald Road, a property where a permit was issued for a single-family home with an accessory dwelling unit. However, it has evolved into a two-unit condominium, with the smaller unit already bought by a different owner. The board said they would reach out to town counsel Dan Scripp for guidance for the future. 

In a separate zoning matter, the board flagged a filing at 29 Valley Road, where an owner seeking to divide a single lot submitted one variance request covering four subdivisions. Board members agreed that the request called for four applications and may be intended to avoid paying separate fees.
